Full Name: Jocasta Evelyn Novarro (was born Jocasta Evelyn Matthews. Given her adoptive          father’s last name as a child).

Biography

Her past and personal history is a subject Jay will rarely bring up or volunteer in detail. For that reason “public knowledge” of her rank and character seems to morph from week to week.

What’s known is this: she was born the third child of Wesley and Tocarra Matthews. A couple that may or may not have laundered money for illicit operations and individuals through their pawn shop. Regardless, Wesley was killed in a car accident  before Jay turned one so she has no memory of him. Some time later, Tocarra began dating and eventually married Hector Novarro. A union that caused a rift with her and her oldest children (who opted to live with relatives) which remains to this day.

Hector – having estranged relationships with his own biological children – connected right away with little Jocasta and eventually adopted her - - giving her his last name. He was a heavy drinker, but doted on Jocasta and, soon, the daughter he had with Tocarra. Both children, especially Jocasta, acknowledged that love and returned it tenfold. Tragically, he was killed by a stray bullet when Jay was seven. After that nothing was the same.

Watching her Mother succumb to vices and addictions Jay took to running the streets with other kids out to make names for themselves.

Right away her daring attitude and analytical mindset (she was a strategist, schemer, who never jumped in if she didn’t see viable escape routes) had them pulling off break-ins, robberies and stick-ups people in their age range almost never got away with. Eventually news of their exploits found its way to Jay’s step brother who passed word to his uncle Antonio “Scar” Novarro. As a result Jay and her friends were absorbed into 2TG (The 20 Thieves Guild) a pee wee affiliate of North Terrace Mafia (a predominately Latino gang whom Antonio was a decorated General of).

Because of certain traditions and biases the chances of Jay – who was Black –  becoming a member were remote. So Scar had her remain in school as a full time student. Even then she constantly fought and found trouble. As friends that once took orders from her were made full fledged NTM members (while she toiled with the “no-names” in 2TG) – as her bond with her step uncle, Antonio, deepened – Jay swore to become a soldier of such tenacity that NTM would be forced to let her in. She also wanted to go down as one of the best to pass through their ranks.Showing the dedication, the drive, of a motivated athlete 13 year old Jay exercised and used money earned (by different means) to pay for boxing and martial arts lessons.

While putting in work to build her rep she was allowed to fly NTM colors though not acknowledged as a full fledged member. Later Tocarra sent Jay to live with her Uncle (Wesley’s brother Darnell) when a beef with NTM riders got her marked for “violent retaliation”. The relationship, though she got along well with Darnell’s wife and son, was strenuous so she ran away. Barely making it through a heist gone bad (which claimed the lives of the friends who took part) she swallowed her pride opting to deal with Wesley until she graduated.

At 16 her life took a different turn.

Through nearly fatal occurrence she learned she could read thoughts. Soon (“by design” as she later gathered) a woman – a self proclaimed psychic – named Isabel Durante fell into her life. She secretly helped Jay gain control of, and better understand, her abilities. Serving as a friend and mentor it was through Isabel that Jay met with individuals who trained her in different disciplines that continue to serve her. When  she turned 18 Isabel simply…  vanished never to be seen again. As Jay sought direction she joined the Army and became a Military Police Officer. She served with distinction before returning to civilian life- enrolling in a Police academy in the State she now called home. It was there she met and befriended an eventual washout named Randy Michaels …a connection that came into play later.

Jay graduated with top flight accolades and was assigned a precinct. As time passed Jay used her smarts, toughness, instincts and – if unavoidable – “gift” to secretly advance her career by discreetly gift wrapping cases for Detectives(unofficially, on her own time, of course). A cabal of connected officers in her district took notice. She was, through their influence, brought into a plain clothes anti-gang task force (a position virtually every cop in that district coveted) after just two years on the job. While part of the unit she worked feverishly; earning stripes- garnering a rep some of her peers envied. She seemed to have found a niche when she (for reasons she never discussed) abruptly quit the force.

Following months of freelance work she accepted an invitation from “little brother” Randy to work at the p.i practice he ran in another city. Settling in, obtaining the credentials needed, her aim was to be another salaried worker until Randy’s  inconsistent work schedule, lack of job opportunities, and overall financial condition convinced her to buy controlling interest. She was for all intents and purpose in charge of Light Star Investigations. Her aggressive, tireless, drive wasn’t enough to turn the fortunes of the practice around. However, word of mouth following successful closure of last ditch, unorthodox, cases brought them business. Their new approach involved “fixing” time sensitive situations desperate clients couldn’t make public… or go to the law with. Through fine tuned skills – and hidden ability when necessary – Jay, along with Randy and other Light Star affiliates, has built a “brand” known in circles on every side of the law.

The work has allowed her to stay afloat – and even plan for the future – financially. She still struggles daily with many issues while risking her life and freedom to aid people she can barely stomach. Unknown to Jay there are things that may not be the way she always believed them to be. There are also forces that will gun for her life if the job doesn’t claim it first.


Skills and Weapon Expertise:

In closed quarter combat situations Jay adheres to the one rule she’s followed for as long as she can remember. “In a street fight anything can happen, so anything goes”. A veteran of countless confrontations she knows to do anything less than whatever it takes to win – scratch, “cheat”, claw, kick, use weapons- is fatal. That said, she is versed in a number of combat disciplines. Several of the ones she has expert or better than average command of include: Boxing; Aikido; Dambe (a Nigerian fighting science emphasizing powerful punches, head butts, elbow and knee strikes); Krav Maga; Pencak Silat; Brazilian Jujutsu; Judo, and Tae Kwon Do. 

Jay has also been trained to use firearms of various range and caliber. On numerous occasions she’s used this expertise in “real world/me or them” situations. She is also proficient with knives and other makeshift weapons as needed (in a fight anything can happen- so anything goes). Jay routinely conducts strength and conditioning exercises which give her the stamina and endurance capacity of an Olympic athlete.



Powers and Attributes:

Jay has the ability to read thoughts. A process similar to mind reading but not as accurate or far reaching. She’s limited – as far as she can tell - in how many times she can use it within a 24 hour period (her own research puts the number at three). She also, for a few seconds, has to hold eye contact with a subject until she finds what her subconscious mind deems relevant to the search. If a person is wearing shades, or does something to avert eye contact, she can’t read their thoughts. In addition, she has to purposefully trigger the gift and shut it down via subtle commands akin to telling yourself to blink. Consequentially, her gift comes with a steep price. After each use it ushers in a marathon of pain (usually five or six hours after use) so intense there were moments she contemplated suicide to escape it. For this reason she doesn’t  thought read casually.
